Have the military votes benn counted in PA?

Best of my understanding:

Military votes that arrive before election day are held, verified and counted on election day, as is any other absentee vote.

Military votes are recognized as having potential delivery problems and will be accepted up to 15 days after election day and counted as valid.

In practice most jurisdictions do not count ballots that arrive that late due to cost, if the cumulative votes will not affect the election results.

Please note that PA rules and regulations may differ.
