If you were sent a ballot when you show up you will be given a provisional ballot. At that point the only way you can be sure your vote counted is to follow up with the county clerk and I suspect very few will do that. Pa is making damn sure Trump doesn’t win again.

In PA you had to request a ballot to get one mailed to you. These people may still vote in person, but if they had ballots mailed to them they clearly wanted to vote by mail.
