First of all, the Illinois COVID19 tracker page stinks. It busts up data by county/region, which makes a statewide analysis almost impossible.

That said, second of all, from this page you can see that the 'surge' in positive test results are from people 20-29 years old in Illinois. While I don't have Illinois data, per this CDC page you see people 20-29 accounted for 24% of the nation's 6.5MM cases...but only 0.5% of the nation's 165M fatalities attributed to COVID19.

In other words, the Gov is telling people to prepare for a tornado when all that's coming is some rain.
