They must think they have someone they can sway to get a 50-50 vote.. and if Pence isn’t there... no appointment.
Only one person so far has nailed it. Schumer thinks (or knows) he can maneuver a 50-50 tie, and he is trying to keep the VP from casting the tie-breaking vote. It’s so obvious.
