Santa Ana winds. The land is cooler than the water, reveres of the fog event flows, the wind comes up due to warmer water, the wind comes down the mountains coastal hills getting faster and warmer.

Santa Ana winds
Also known as katabatic winds - you ought to experience them in Juneau, Alaska where I lived for 25 years. When it's clear and cold they really come ripping down the mountain, 100 knot gusts at times.
