I am wondering when the word fraud is going to rear its ugly head. Fraud is defined as:
“wrongful or criminal deception intended to result in financial or personal gain.”
And:
“a person or thing intended to deceive others, typically by unjustifiably claiming or being credited with accomplishments or qualities.”
The best definition I can find, in my mind, is from the Louisiana Civil Code,
SECTION 2. FRAUD
Art. 1953. Fraud may result from misrepresentation or from silence
Fraud is a misrepresentation or a suppression of the truth made with the intention either to obtain an unjust advantage for one party or to cause a loss or inconvenience to the other. Fraud may also result from silence or inaction.

If Biden is being promoted to get Harris into office to take over, that is fraud. She was not elected president at that point and was misrepresenting her position to get there as the intent to get Biden elected is inaccurate as he is not running for the office.
