The article is wrong, you should bring the spoiled ballot to the voting place to be officially spoiled.

That’s correct, at least for GA where I am poll worker.

If you bring a ruined ballot with legible info like your name/address/ballot ID, we can cancel that ballot in the voting records right there, voiding the paper ballot and enabling you to vote on the spot- once, legally.

If you forget to bring it or trashed it, we can still look you up to cancel the paper vote and immediately vote in person.

That's the way it works in Pennsylvania, at least in Westmoreland County where I am a judge of elections for our precinct.

You need to turn in the ballot and outer envelope plus sign an affidavit to be given a new ballot to vote on the machines. We take election security very seriously here.
