Where these results adjusted for the number of tests performed in the USA?
My understanding is that the USA is performing more tests per million than any other country in the world.
More tests equal more cases, obviously.

And the article draws completely the wrong conclusion that a vaccine must have near zero risk to be made available.
If your best information is that a pathogen will cause 200k fatalities in the coming year, and your best information is that the vaccine is generally effective but will itself cause 2k fatalities in the coming year if everyone gets it...
