With all things considered, Biden and the rest of the Dems with a speck of sense are nervous and worried right now. They’re in panic mode.
I think slow joe, the apparent head of a extended criminal family has become incontinent. Likely, it is completely uncontrollable and growing in frequency. It is pathetic that his criminal family doesn’t have him in a full-care nursing home. It is also pathetic that he isn’t in prison for his many crimes.

Yup. That's the explanation I've seen put forth (published weeks ago prior to Debate #1) that makes the most sense, given the evidence.
They did the same thing the week before the 1st debate, by ending his day at 9am each morning and sequestering him away. He likely slept all day and was awakened fresh and alert in the evenings prior to & on the day of the debate.
Sundowner Syndrome in people with fairly advanced Dementia means they are the most lucid and aware right after being awakened, and the most confused & unintelligible in the hours before bedtime. I've seen that firsthand with multiple family members.
So if Biden's handlers allowed him to have a "normal" rhythm of awake-in-day and asleep-at-night, he would exhibit serious mental problems at an evening debate.
What we are seeing is "Sunriser Joe," not "Sundowner Joe".
