If the Three Gorges Dam breaks and the countryside floods it will topple the Xi government. The resulting power plays by various factions would be catastrophic.
Without an opposition party the blame can only go one place and the buck stops with Xi.
I was just asking about the Kimmy death watch. Last I heard he was on deaths door. I guess he must look like a god to his people after cheating death....again
The author apparently thought it would make a good simile to put that in the sentence (who knows why)...but they were not reporting he actually visited such a place.
