Not taking up for old Joe but he was referring to the next election when he would be an incumbent back to see them again. That is how I interpret his comment.
It was clear, when you listen to the entire comment in context, what he meant was that he wanted to see those same girls dance again in four years when he comes back campaigning for re-election.
Just like we cry 'foul' when the Left misquotes President Trump by claiming that he called White Supremacists "good folks," I'm not going to quote Biden out of context by suggesting he was leering at the little girls.

I caution making a fool of ourselves. He was referencing when he runs for reelection in 4 years time....stupid, but not as salacious as peeps would like.
One of the few times I don’t think Joe was being a pedo. He just can’t express a cogent thought.
