I think the report states that the two men and a woman were chasing the SUV carrying the supposed shooter, and when they were stopped for investigation, they were found to have firearms they shouldn’t have had.
I think.
I suppose in the confusion they thought they were the shooters, and couldn’t just let them off when that found the guns and drugs.
