By which they mean the different ways all the State electors add up to a tie, so really just hot air, since it completely ignores how the States usually vote. Really, those "172" different ways is only one way: Electoral vote is a tie.
There's really only two ways the election doesn't determine the victor. As above, where there's an exact tie, or, if third party candidates/faithless electors pull enough votes to where the candidate with the plurality does not achieve the majority.
