I wouldn’t worry too much about this article. McConnell never says “I cannot promise a vote before the election.” All he said was “When the nomination comes out of committee, then I’ll decide when and how to proceed.” The article then says “He would not address if that vote would be before or after November 3.” Then all conjecture and speculation by the author.
