Rather than the current “winner take all” system favored by most states, That would require a constitutional amendment and that will never happen. The states alone determine how their electors are selected, no election is required only tradition enforces it now.

What would require an amendment?
A state has the power to change their method now. No amendment is needed. The only thing that needs an amendment is doing away with the Electoral College altogether.
