It is legal. But growing it to sell without paying taxes to the state is highly illegal. Marijuana may or may not be good or bad for you, but the California Franchise Tax Board insists on getting its cut.

It’s just possible that untaxed marijuana might be cheaper for the consumer than the legal taxed kind. Of course to get it, you have to deal with people who break the law, i.e. criminals.
