1. It takes up the oxygen for 24 to 48 hours and knock team Trump off messages. Instead of attacking Biden, the president and his team have to prove the falsity of an obviously stupid accusation.
2. It is designed to peel off a few votes of military and vets. I am sure that an overwhelming majority of them do not believe the accusation but there might be a few who only get their news from the network who will have doubts sown in their minds, enough to perhaps vote for Biden or more likely, to stay home.
Actually, I think it is an opportunity to go after Biden on the issue.
