Schools in our area build budgets for expenditures. The budgets cover things like building maintenance and upgrade, new construction, funding existing and new educational programs, staffing, and all other manner of expenses.
Those are submitted to the School Board for review, revision, and ultimately acceptance.
To that extent, money is not allocated to a flat ‘per pupil’ rate.

My city taxes seem to go to the city schools whether or not I have children to send to them. Its one of the main gripes of retirees on a fixed income, and, generally speaking, its why they vote no to many of the referendums.
Well, no.
If the child goes to another PUBLIC school that is true. If the child is home schooled or sent to a private school that money remains in the system.
