They are nanny-state local bureaucrats with political leaders in a highly-charged political crisis. In a situation like this, all bureaucrats will circle the wagons and make sure not a word is said that has not been approved. No one wants to be fired, demoted, or have their pension revoked. They wouldn’t piss if their pants were on fire unless an order came from the top.
