If the curfews where enforced then they would be able to separate the sight seers from the violent and destructive types. Those bad people hide among the crowd using them as cover.
So the sightseers should be shot with rubber bullets to make then go home. And then those caught in the act of violent destructive behavior should be shot with something else.
“Sightseers” should be soft cuffed, put on busses, taken to a precinct, booked and released. Most people do not want a police record of any type and would quickly stop giving cover to rioters. If they had done this in Minnesota, the rest of the riots would not have happened.
