Durham has no intention of moving this investigation forward before the election because he knows that it will be shut down if Biden wins and any recommendations he makes for criminal charges will not be pursued by a Dem administration. If Trump is reelected, however, then Durham may get serious about pursuing the investigation.
You may be right, of course, but that is not much at all by way of quid pro quo. IMO, by sitting on evidence of actionable criminal behavior, he will be in essence defrauding the voters. Justice delayed...etc.
He doesn't have to name Biden, he could fulfil his oath by naming everyone else and if Biden was implicated fence-sitters are free to speculate. Durham/Barr are not going to win any fans if shortly after an extremely close Trump win they come out with multiple indictments.
In fact, there will be a lot of displeased folks if Biden/Harris win and their handlers shut down or severely curtail Durham/Barr's efforts - a lot.
Obummer, Brennan, J Edgar Comey etc etc etc will, never get charged, see the inside of a courtroom or a prison cell. Some insignificant underlings will get slapped, but that’s it.
