Nah! Not even close.
Democrats in liberal states and liberal cities, will always own that crown. Can you spell: California, or NY State, or Illinois, or Minnesota, or Washington State, or Oregon, or any cities in those states?
Corruption is existent in just about any state, even in republican run states and cities.
Besides, P.R. is a relatively small country-state. So, the major problems would still be in the bigger states.
So, what state or city can you name that is without corruption?
