If the homeless were barely affected by COVID while out on the streets, why are the authorities in the mandated mask-wearing Blue Enclaves NOW putting them up in hotels and catering drugs to keep them inside?

Corollary:

Homeless locked down in hotels. COVID cases mandated to be admitted to nursing homes. But prisoners need to be out in the sunshine while healthy law-abiding citizens must wear a mask indoors and out?
