The money, the knowledge of Flynn being f*cked when the word at the FBI was that no derogatory info had been delivered up through the entire Razor Hurricane investigation (except for the 7th Floor, Oval Office and Strzok/Page), in combination with the fact that HRC paid for the dossier suggests strongly to me that from the Clintons is where the extraordinary paychecks came from, directly or indirectly (even if it was routed through some lesser Pentagon office).

Halper's background is CIA. He would have been apprised that Carter Page had received both FBI and CIA assignments and was the perfect patsy for his self-aggrandizing plot-in-development, first to get Flynn, then The Donald, "six ways from Sunday."

In the recording, the interplay between Halper and Schrage probably fostered Halper's confidence that he could trust that (seemingly) fawning "yes man."

How do we know who has been questioned? Besides, the subject of an investigation is usually interviewed last after all the relevant information is in hand.
