It appears to me that a more revealing description would be that the poll workers conveniently left the vote tabulation “data packs” unattented so that they could be “adjusted” if need be and subsequently “discovered” during a recount.
No worries since they were secured in “tamper proof” areas. Uh, okay. Not one, not two, not three sites................
