Probably easier said than done. A single residence would be easier to shut down but condos and multiple unit apartment buildings share water. It’s been my experience that the landlord pays the water bill and adjusts the rent accordingly.

I doubt this will withstand a court hearing. Seems like such heavy-handed tactics, or human rights violations, constitutional violations, such as first amendment. Besides, is he going to apply group punishment for what one person of a household is doing or has done, or has been alleged to do?

Landlords are strictly forbidden to turn off power on tenants (including not paying tenants). I don’t see how this can fly ...even for a Democrat.
I don’t understand why the mayors of NYC and here in CA want their cities to be ruined. Good people are going to be leaving in drover. How does that help?
