There is a fallacy in the reasoning.

Teachers are local and not subject to Federal jurisdiction. Teachers are employed by local school boards that are owned by the teachers unions.

The function of educational funding is to line the pockets of educators

They are members of a union chartered by Congress in 1906 under the name The National Teacher's Association NEA

They most certainly are under the jurisdiction of the Federal government. Have you never heard of the federal Department of Education?
