Actually l think E. Pluribus Unum is correct the existing House would select the POTUS.
The new House would select president, one vote per state.
If House races aren’t certified, President Pro Tem of Senate acts as president.

But there would be no house either, it would be in the same turmoil mess that the presidential election would be in.
Unless red states send their house members who won and the blue states are still in turmoil and still don’t know who won, our members get to vote while the blue state seats are empty
