I don’t think treason applies to rebellion against states’ governments.
Post secession, CA would be a country and not a state. So it’s treason.

California is not a nation and they don’t just vote themselves out of the Republic. Only a handful of counties dominate the state. Should they try to secede by vote the Republic can A) Crush the Secessionist rebellion B) Allow counties to chose by county vote whether they want to secede or stay such as West Virginia during the CW1 and form a new state: Jefferson and maybe Eastern Cali. Finally the Republic may only allow Commonwealth status and retain all Federal installations. Any attempt to get PRC involved would be considered an act of war.

It’s only a civil war if we try to stop them from seceding... which we would not.

Any attempt at a secession would, by definition, not cause a civil war.
