An executive order signed last week by President Trump that would exclude undocumented immigrants from the decennial reapportionment process would cost the nations three largest states at least one seat in Congress, a new analysis finds.
It is unclear how the Trump administration plans to alter any final Census figures, or what datasets they would rely on to determine how many undocumented immigrants live in each state. Most legal scholars believe the order will not stand up in court.
But if it were to stand, it would likely mean Texas and Florida would each gain one fewer seat in the House than they are projected to do so, based on recent population trends. California, the home of more undocumented immigrants than any other state, would lose an additional seat as well.

I believe the constitution indicates that “persons” be counted. When this gets to court, the liberal side will argue that using the wording of persons must include everyone regardless of immigration status.

But it would prevent American citizens from being disfranchised of their representation in Congress by illegals.
it’s not about who wins the seats, it’s about how many seats each state is allocated. California has 53 seats in congress b/c of its population proportional to the rest of the states. Discounting illegals would take one seat off of TX and CA.
but it doesn’t have anything to do with how the districts are drawn, meaning that in CA redrawing the maps would probably result in a republican losing a seat.

Florida and Texas still gain a seat.
A study so they can use this for headlines and in campaign ads to attack Trump in Texas and Florida...even though this very study says they will actually GAIN seats, just fewer than currently “projected” to gain...so no one even knows. It’s just a bogus news story to try to make it sound like to the people in Florida and Texas they are going to be having something taken away from them by Trump that they don’t even have and no one knows if they were ever going to get.
Only 1 seat per state? I would have thought more than that.
