Germany has been occupied by the U.S./ NATO since 45. Unified since mid 90s, and influenced by NATO, been a coalition partner in all our wars to some extent and has internal policies that are quite leftist and leaning further.
Socially they are quite liberal like most of Europe and in decline without will and backbone to stand against the tide of secular humanism (like most modern countries).
Between Germany, Italy, Russia at first and Japan, the world indeed was their goal in the 30-40s.
But, having lived there and deployed there multiple times, most German rural folks are like us, they are losing the culture war and are a few campaigns further along than we are.
I like a few things German, but can live a/o any of them.

Germany wanted to dominate Europe, Italy wanted the Mediterranean to be a “Roman lake”, and Japan wanted to rule the “Asian Co-prosperity Sphere”; their militaries were designed for those somewhat limited tasks.
If by Russia you mean the USSR, then they had global ambitions - arming communist movements around the world. The other three did no such thing.
