Apparently the “mother” of the child allowed her boyfriend to do this to the child. Not sure if the mother is the one holding the kid’s arms though.
The child has been removed from her custody and is with the grandmother I believe.
The other two individuals involved in this picture are accomplices and should be charged with being felony accessories.
I have searched and can find nothing indicating either has been identified or charged. That is a travesty.
