They should ALL be arrested and charged with mass murder and crimes against humanity. Then, publicly hanged.
I prefer the 18th century Colonial sentence for Treason:
You are to be hanged by the next until not quite dead.
Then your bowels are to be removed from before your eyes.
Then you shall be beheaded.
Then the Sheriff shall quarter you and dispose of the parts as he sees fit.
