President Trump has stated otherwise multiple times. There are 5 leading candidates for a vaccine right now. I believe 3 are entering or already in phase 3 trials. President Trump has pushed the makers to manufacture the vaccines in parallel to the phase 3 trials (never been done before, high risk, high reward) so it'll be ready to go if proven safe and effective. And we only need 1 to work.

It does work, just not always very well against the particular mutations of Influenza circulating at the time. The difficulty with Influenza is its high rate of mutation and the length of time it typically takes to produce updated vaccines (months). If we could speed up that timeline, we'd have a vastly more effective vaccine. But going more quickly would cost a lot more money.

If it makes it through phase 1, phase 2, and phase 3 trials, it's pretty much good to go. The chances of any widespread issues after that are slim. If people choose not to take it because they're afraid, maybe they need to consider the big picture, including all the damage SARS-CoV-2 has done to the economy. I'm not talking about the political response - such as shutdowns - I'm talking about people being afraid to go do anything in groups or in public. About people holding back all their spending because they're afraid for the future. No vacations. No travel. All the economic activity that isn't happening because there's a virus going around. A vaccine puts an end to that IF enough people get it. Or we can just let this drag on for several more years and see whose job is left.
