I consider Cohen a snake and a rat, but going out to diner doesn’t seem so terrible. Was he clearly told that he COULD NOT go out to dinner during parole?

I’m not entirely sure he’s broken any rules here. Sort of depends on what the orders in his release papers require of him. A lot of people placed under “house arrest” are not actually required to spend 100% of the time on their physical property. They are allowed time, depending on the order, to be out for exercise, for work, to visit family, meet with their lawyers, shop for food, perhaps even to have a meal in a restaurant.
