We funded and armed them to fight the Soviets, but as far as I know we didn't offer a "bounty" on dead Soviet soldiers. The whole concept is stupid - if you have people who are already doing their best to kill as many in an occupying army as possible, what would be the point of a bounty? That's why the whole story seems like BS to me.
If the press and the Deep State want to make up a story like this to make Trump look bad, at least make it plausible, e.g. Russians arming or funding the Taliban at least sounds believable. This is just a crude story concocted to make Trump look bad for "ignoring intelligence reports", without even bothering to dot the i's or cross the t's in the claim itself

Very possibly because Aftgans live in the 7th century and their loyalties are only to their savage little tribes.

I was saying the same to an acquaintance. I’ll bet a bounty is a lot cheaper than going through all the folderol with scrapping together, buying, and shipping arms. It just looks more unseemly and crass.
