The problem is that if the federal reserve buys all of the bonds issued by the state, they don’t need Trump to sign a bill, they’ve already been bailed out.
Once Trump is gone California will get the bailout of their dreams. Maybe even get the train project well. So nothing they do matters. Its going to be covered.
