Who’s handing out the free food? I can guess that it’s taxpayer funded...but, which department/group?

I can tell you in Baton Rouge there’s a food give away nearly everyday.
The local food Bank, Council on Aging(old Marxists) some churches & a few private companies have had giveaways.
What’s interesting is they only go to black neighborhoods. I never see them in white low or middle class neighborhoods.
