Busse said the city plans to bring in a mental health consultant “to address the emotional, social, and psychological trauma that results from racial traumatic events.”

Exactly. Many of these "noose" incidents turn out to be hoaxes, so why doesn't he even wait for an investigation? It seems that the noose would have to have been an inside job, and what firefighter would risk his livelihood on such a stupid prank? I could be wrong, but this has "hoax" written all over it.
