You were voting the 2007 data on the wiki page. DC has grpwn by almost 100,000 since then and is now 45% white as per noted in a different chart on the page show 2017 data.
I just checked the US Census Bureau’s “Quickfacts” web site. They have Washington D.C. at 41% “white alone” and 36.2% “white alone, not Hispanic or Latino” as of July 1, 2019.
