Sometime in late March or early April when those three became the nucleus of the "Northeast Compact" (totally illegal under the US Constitution) which as one point broadened to include DE, PA, RI, and MA. Haven't heard much from those four lately so far as "regional" efforts go.
Back in late May Lamont in Ct was supposed to reopen barbers and made a new compact to wait until June to align with RI. It is a complete S&%t show.
