“Known to MI5”
I’ve seen that phrase a few times. Does MI5 give them back rubs or what?

I find that phrase to be odd as well. I guess the authorities say that so they don’t look clueless. We knew about this guy! So now they just look incompetent.
Clueless or incompetent. I actually don’t know which one is worse.
It used to be that MI5 had no power of arrest only the power to investigate. Arrest was done by Scotland Yard Special Branch. I guess that’s still the case.
