Is this an attempt to punish New Yorkers who left New York for Florida during the Wuhanic Plague False Lockdown and changed their income tax withholding accordingly?

How does a governor from a state with the highest rates tell anyone else what to do, especially since he violated his own social distancing orders and marched with rioters?

This could easily go into Federal Court as it violates interstate commerce, again, when he himself set the precedent of ignoring social distancing by marching with rioters.

As long as they aren’t visiting nursing homes in New York they’re probably safe.

That's actually where he plans on quarantining them. New York is running out of it's own native COVID 19 citizens to stock the nursing homes, so Cuomo needs to import some.
