That may have been a side benefit, but it was actually done for the same reason the urban dumps in northern NJ are farming out their welfarians to neighboring suburbs - the cities can’t afford basic services for their idle consumers.
Camden’s costs were simply kicked up to the county level, so people nowhere near the actual city were paying the city’s police bills.
Well that is true, nobody in Camden pays taxes, everything is either tax exempt or in tax auction because nobody pays the taxes.
