How about the police simply publically say, (In the restaurant, to the manager, at the lunch rush, “OK, this is a no go business for us. If you are robbed, don’t bother calling 911. If a robber shoots you, destroys your restaurant, rape’s your wife, daughter, female employees, or customers, we don’t care. It is no longer our problem. You had your chance, you blew it.”
