It this is a deliberate but concealed effort, it may only serve the purpose of mail-in voting which is the only way Trump can be defeated. With a new deadly virus unleashed, hardcore leftists will be screaming that the reopening must be stopped and mail-in voting established everywhere.

It’s no more complicated than this: It’s a numbers game.
China has the advantage both in numbers and determination of “acceptable losses”.
And without direct evidence they are free from retaliation.
