My late father in law had a T-shirt that he had printed up with this on it and would wear this every year at on August 6th while attending the peace march commemorating the dropping the bomb on Hiroshima, in Richland, Washington (Hanford Nuclear Reservation where the plutonium for the Nagasaki bomb was produced)
The neutron absorbing rods serve to moderate or prevent a chain reaction. In the sort of ocean disposal I am imagining, the actual radioactive bits will be ground up into grains too small to support a chain reaction. No neutron absorption required, and the neutrons themselves carry energy only a very small distance in H2O.
