One, he doesn't really have a plan.

Two, he doesn't want any kind of metrics or timetable associated with his pablum because he has not intention of doing anything about it.

Give me one good example of "systemic" racism Joe. Just one. I won't even ask you why you haven't addressed this apparent long-running problem until now. Not in all those terms in Congress, not in 8 years as VP with a black man sitting in the big chair. No, we'll let that slide for now. For now, just name one concrete example of "systemic racism" - else admit it, the term is meaningless and such a thing does not exist any more than your typical flea circus.
