If it is brought back major changes must occur. The number must be reduced, the employers' cost must go up, and the workers must have much more freedom to change jobs to put upward pressure on their wages rather than downward pressure on everyone else's.

Simple fix: require that the top 15% enroll in a regionally or nationally accredited school.
Getting a regional accreditation via a recognized body takes a lot of time and site inspections. Specialized schools, eg law and medicine have additional accreditations available beyond regional.
Students can’t get any type of federal financial aid, including student loans to attend non-accredited schools. None of that applies to foreign students, it’s just FYI. Foreign students have to produce documentation of financial support from their home countries.
If it’s not set up that way right now (I suspect that it is), it’s a very simple problem to fix.

Thought I had a chance at an Amazon Unity3D/ Lumberyard Games Development position. Went great with the initial interview. Blew the technical interview as I could not understand the Indian Engineers.
