Utilizing the new Presidential proclamations INA 212(f) and 215, prevents entry into the U.S. of certain non-immigrants. We think that the ban will be announced and come into force around June 15th, 2020.

1. Stop entry of H1B workers. Entry visas stamped into passports will be revoked. Workers already approved to start on October 1st may be locked out.
2. Change the process. Some highlights: - New $20,000 filing fee for each new H-1B - H-4 eliminated - Foreign spouses are no longer allowed to work in USA - OPT - only students in the top 5-15% of their class are eligible to work - Joint employment - Clients (e.g. Disney) will have to certify H1B applications from their Indian IT partner companies
This could start as soon as next week. Lawyers are recommending that H1B workers return to the USA immediately, because they may not be allowed back into the USA. On Twitter, Indian workers (vacationing in India) are complaining that all the flights back to the USA are filled.
Some federal folks have announced these details on conference calls with lawyer groups this week. The only question now is whether Trump will actually approve these plans.
Why did it take cratering poll numbers and 3 years into his presidency to do this?
Does not address one of the biggest problems, that being fly-by-night pop-up universities that are able to rubber-stamp F1 OPT visas.
They are all over the place. Limiting visas to the top 15% of the class means nothing of the number of universities continues to spread like dandelions.
And with jobs coming back to the US this means there will be demand pull on the US education system to train people for real work and not just writing woke policy papers for DC think tanks.
No wonder they all hate Trump.
Uh, because he’s not a dictator. And there is still way too much opposition to it on both sides of the aisle.
But the lockdown does present an opportunity to finally address these things.

I have no problem with immigration if done right.
One can be pro-immigration and anti-illegal immigration.
For all his virtues, Trump has been notoriously weak on H1B visas. They should have been eliminated on day one of his presidency, instead he called for increases. It is one area where he has left me scratching my head because they're just a blatant giveway to corporations designed to suppress the wages of Americans.
In my IT group there are 12 resources.
9 Indians, 2 Europeans, 1 American.
25 years ago you might have been able to make a case for H1B bringing us their best and their brightest.
No more. Talk to 10 of them and you’ll come away scratching your head and wondering why 8 of them are even here in the first place.
Economic opportunities in India have advanced to the point where the crème-de-la-crème often no longer want to come here.
